The beggar thing seems, well, as disconcerting as you describe it. Give them some money before you leave; you won’t miss 20€ or so, and I’m sure it’ll make a huge difference to their lives.
There is nothing worth seeing but the government buildings? I find that a bit hard to believe, unless the climate is so destructive that nothing worth seeing lasts longer than a few decades.
